Apparently the Japanese don't trust the Filipino police. Only officers have pistols; each gets five bullets that have to be accounted for except for Chief Torres, who gets ten. A few weeks ago, Captain Guinto killed a robber with two shots; he had to present the cartridges to get replacement bullets.
