The Japanese will issue new currency bills with serial numbers and watermarks. Old bills will remain in circulation. It won't make any difference. Genuine pesos trade at a 30% premium and dollars at a 60% premium over military currency. E.M. counsels the PCPI needs to have a "strong and capable organization." The people are to have no say: "Let us discard our native longings for personal liberty." The new government would also require a "proficient secret intelligence service to nip untoward obstructive activities in the bud." |
