"Federation Opens Canned Milk Sale." The Japanese Military Administration released 2,000 cases (90,000 big size tins) of milk to be retailed at 26 centavos a tin — "the pre-war price" — only to mothers with infants. Why now, after a year of occupation? Well, after sitting in a warehouse waiting for a Japan-bound freighter, it's probably about to spoil, so why not score some propaganda points? Or could it be entirely a noble gesture from the Japanese heart to sell it to us at the prewar price? After all, it cost them nothing.
