The Japanese are putting out a special issue of "Victory" postage stamps on Monday. There will be a holiday and a special victory parade. Employees of the government and all large concerns will have to march with Japanese flags in hand. Triumphal arches with Japanese characters have been erected in Echague, Escolta and in front of the Legislative Building.
